I cannot find your specific Seller but Sellers can block potential bidder/buyers for several reasons ~ too many unpaid item strikes , ebay policy violations , bidder from a country they don't ship to , doesn't have a paypal account (linked to their ebay account) , bidders they have dealt with before that they "don't like" ~ and they can also block those people from asking any questions.
