I paid for an item on November 27th 2013 and have still not received it. I have contacted the seller and haven't heard back from them. I have since noticed that 2 other people who have ordered this item have not received it either. What can I do about this? Is there any recourse? This is the first time I have had a negative experience on EBay and it really is leaving a bad taste in my mouth. Can someone please help me?

The first step the centre will suggest is that you contact the seller. You have already done this.
You have up to 45 days to open an Item Not Recieved Dispute. Since the seller is ignoring you, do this now.
If the seller cannot show that the item has been received by you, and does not voluntarily refund your entire payment, Paypal will refund you and go after the seller for the money. The seller will also have a black mark on his selling account which can lead to restrictions on his ability to list and to sell.
In addition to reading feedback, and the comments by unhappy buyers will tell you more than the raw numbers, also check the Detailed Seller Ratings. If a seller's DSRs drop below 4.3, again his ability to list and to sell will be restricted.

You have only 45 days from purchase to file the Item Not Recieved claim.
The first step is to contact the seller. But that is only polite to let an honest seller clear the matter up. Promptly.
But if he is not prompt, you move on to the INR.
