Hello, Maybe you could explain to me why I have to wait 21 Days to have my money released to me after the Buyer has paid useing PayPal.

Normally Paypal does hold payment for new or below standard sellers. There is some information at the following link.

Is this for the bike and has the buyer picked it up already?

In most cases it is better to accept cash only for pickups as there is no paper trail showing that the item has been delivered and no seller protection. But.....according to the  Paypal user agrerement, they don't give buyer protection on  items picked up either.  .(look under item 13.3 in the follow link)

You might want to phone Paypal and ask why they are holding money in the case of a pick up. It might speed up the process....maybe.

New sellers have proven to be risky. Not all of them of course but enough to warrant a hold on funds. When I started with ebay in 2001 (under a different ID), the hold didn't exist. The hold has only been around a few years.
