I received the wrong item. The seller is asking me to send it back and pay for the shipping fee. He will refund me the shipping fee when he gets the item back? Is this secure? Is this usual??

Yes, that is the normal procedure. Make sure to use a delivery confirmed service, that way, if the seller reneges on the refund, PayPal will force the refund.

i believe that the seller should pay the return shipping costs in an item not as described dispute, but there is no way to force the seller to do so.
