How are limits on seller accounts set? When/how are they changed?

I am a new seller, and just discovered that I am only able to list 10 items per month. I assume this is because I am new. How and when can this limit be increased? Is there information about this somewhere that I can't find?

The limits are for your protection as well as the buyers. Too many scammers will seek out new sellers who don't know how to protect themselves. You have a lot of reading ahead of you to truly master this thing. 🙂
The limits will lift with time, having no complaints or defects, items as described, shipped quickly, and offering first rate customer service. Start with this:
