Hi ..What the rule says is that the seller can 0 rate. You purchased an item with VAT built into the price from a registered business seller. Unless seller is willing to adjust that price than you pay. Should have queried seller before buying.

I can't speak to the British VAT rules, but in Canada a seller can claim back on his GST when he exports an item.
Whether the seller credits the buyer for this (possible) rebate is questionable.
The price you agreed to pay is the most you can be charged. The seller may or may not discount, although for technical reasons, the discounts are applied to the shipping price usually.
