How can I get the payment back if the seller did not ship out the item（payment exceeds 45 days）？The amount is about 1395USD

I payed 1395 USD for the cardigan in July, and then seller shipped out the item in August. However I missed that package and didnot receive any notice from USPS. I asked her to ship again and payed extra 45USD for the shipping fee,  She promised me to ship out,but after the payment was received,she just ignored me..The problem is that the transaction (exceeded 45 days)  How can I do right now? Is that possible to get the refound by calling my bank?

If you funded the paypal transaction by Bank Account I don't think there is anything you can do.

It won't hurt to go in and ask but I doubt they will do anything for you.

If you funded the transaction by credit card telephone the customer service number on the back of the card and ask to do a Charge Back.
