The minimum amount is over the current high bid, it is NOT over your high amount limit.
Example: If your maximum is $31 and the current bid is $29, then if
(1) someone else bids $30.99, then the high bid becomes $31.00 (your max, and you have the high bid)
(2) someone else bids $31.00, then the high bid becomes $31.00 (your max, and since your max was set earlier you have the high bid)
(3) someone else bids $31.01, then the high bid becomes $31.01 (their max, and they have the high bid)
(4) someone else bids $40, then the high bid becomes $32.00 ($1increment over your max, and they have the high bid)
