How do I check if a buyer had verified pay-pal

I have an item listed and there is a bid from an account that has 0 feedback, 0 everything and signed up the day he made the bid.

I have my settings so you must have pay-pal to bid.

I had this item listed once before ( at that time I did not have the pay-pal setting checked) and the same thing happened; new account bid and when the auction ended wanted to pay at a later date - which I found sketchy and had the auction mutually cancelled through ebay)  

I am unable to find if this new account has verified pay-pal and am wondering  if I should just end the auction as this seems to be the same situation.

I think you are being a little paranoid. Didn't you have zero feedback at one time?

If the buyer doesn't pay, file an unpaid item dispute 4 days after end of sale and then close the dispute 4 days later which is what you should have done with your previous non paying winner. Never cancel a transaction for a non payer but file an unpaid item dispute instead and add the non payer to your blocked bidders list.
