How do I complain about a closed dispute

I successfully bid on an item (281089235966) but the seller then requested to cancel the deal.  It is true that his listing stated UK only and I am in Canada but I contact the member and asked if he would accept my bid and he agreed, even giving me an approximate shipping cost.  At the end of the auction he contacted me saying he had made a mistake and wanted to cancel, then later that he had sold it to someone else and then it appeared to have been re-listed.  I refused to cancel but it seems to have been cancelled anyway.  How can I complain to eBay about this, there seems to be no way to question a closed dispute.

Hi .. Seller ended the relist . A very confused new seller. For yours to be cancelled , had to file with ebay and you accept. If you did not , it is still active.

I don't have a solution because a seller cannot be forced to complete. Can leave feedback and express your displeasure.
