That does sound a little fishy, but some sellers have been buyers for many years before starting to sell.
Are those buying or selling feedbacks?
What is the real problem?
Has the item not been shipped? The seller is responsible for prompt shipment and for choosing a service that will deliver in a secure and timely manner. His experience doesn't come into it.
Is the item Not As Described? The seller is responsible for describing in words and pictures the item he is selling. His experience doesn't come into it.
Does the seller say No Refunds? Basically if you paid by PP, he makes refunds.
You have up to 45 days to start a Dispute. Go to the Customer Support tab on the upper right of this page and open the Resolution Centre.
If more than 45 days have passed, you can still go to the credit card you processed through Paypal and start a Chargeback.
