I am a Canadian seller and only ship within Canada and the United States. This is clearly indicated in all my listings. Notwithstanding, I have had several instances where buyers from other countries are able to purchase my items. This leaves me in a position where I have to send a cancellation request to the buyer, who invariably never accepts it, and then wait 7 days before I can cancel the purchase. I then have to pay to relist, etc. Does anyone know if and how I can prevent this situation from happening in the future? Any and all assistance is greatly appreciated!

Go to My Ebay > Account > Site Preferences > Buyer Requirements and block buyers in countries you to not ship to. This will prevent anyone not registered in Canada or the US from bidding on your items.

Things might have changed because my old rules disapeared.
You can select which country you don't ship to here :
My Ebay > Account > Site preferences > Shipping preferences > Exclude shipping locations from your listings > click Edit
