I purchased multiple items from one seller and was quoted a combined shipping rate. When I go to pay for the items ebay has calculated shipping on each individual item (more than shipping quote). I have asked the seller to send me an invoice, but they have come back and said they can't and that I need to request an invoice from ebay. How do I do that?

Before I give you some info...
Have you tried going to your emails and looking for the invoice the seller sent you? You should be able to pay from that....

You will need to request a total from the seller, not eBay. If you go to My eBay > Summary, then scroll to the items you bought, you can click the "Request Total" button:
This is exactly what it should the page should look like, except it won't have the boxes covering everything up. 😉

Are these items by any chance from a seller who uses the Global Shipping Program?
If so, the seller is telling the truth, -- there appears to be no way the seller can redo the invoice so you get a discounted rate. Moreover, if each item was low-cost, when totalled you may be faced with Import Charges not applicable on individual listings.
You knew that the Canadian government requires charges on amounts over $20 in value, yes?

Unfortunately, if you bought from a phone it seems the much-needed info about items being GSP does not show up. Thus, an item appears to have no extra costs attached, and when multiples are purchased, suddenly there are unexpected import charges at the checkout.
Otherwise, if the seller is not using the GSP, he will be able to send you an invoice for the total you agreed upon. So long as he is not with the GSP you can ask him to send you an invoice but he must not press Recalculate.
He simply adjusts the amounts, previews, the sends.
New sellers often do not understand that 'recalculate' thing and erroneously believe the system is at fault.
Without more details that is the best I can do at the moment.

Another possibility is for the seller to make you a Paypal invoice using the Send Money service.
Then you pay that, and she marks your purchases Paid -- just as if you had picked up and paid cash.
The PP invoice should include all the eBay transaction numbers to keep the bookkeeping clear for both of you.
The eBay notice may show incorrectly for a while. Try to live with it.
And whatever you do-- make sure the seller does not click Recalculate-- it doesn't too what it would logically do.
