I have someone who bought an item from me and it's already one whole day now that they haven't payed. Is there a policy on how long we should wait for a payment?

Well, it has only been one day. Buyer may be away for the weekend. I would give it another day or so, then send an invoice as a reminder. Give it another day or two. You can start an unpaid item dispute as early as 4 days after purchase, but you are better off trying to communicate with the buyer for the first week, more or less. You can also make your listings as "immediate payment required", so people must pay once they commit to buy your item.

Are you also aware that being a new seller that Paypal may put a 21 day hold on your payment.

Sellers can now start Unpaid Item Disputes 48 hours after the end of the listing.
As a new seller, Paypal will hold your customer's payment for 21 days against your good performance. Nonetheless,you must ship within 7 days of the payment (to Paypal, not to you) to keep your Seller Protection.
Don't panic.
You can set your Seller Preferences to Block buyers who do not have Paypal accounts.
If you use Fixed Price or Buy It Now listings, you can also demand Immediate Payment. With IP, the listing stays live until someone pays for it.

usually 4 days is the norm, after that you can start upaid item procedure thru ebay
