From where?
If the seller is anywhere in the USA or Canada, allow 20 calendar days.
If the seller is in Europe, allow 15 calendar days, because most European sellers use Air Mail.
If the seller is in Asia, allow only 30 days.
This does not allow for the holiday season. If anything was mailed after Nov. 27 from anywhere, it will probably not arrive in time for Christmas (unless you are Orthodox and follow the Georgian calendar).
After those times have passed, contact the seller and ask for the date of shipping, the service used and the tracking number.
The tracking number is NOT important, don't fixate on it.
If the seller's response is not satisfactory, go to the Resolution Centre at the bottom of this page and open an Item Not Received dispute.
The first step is to contact the seller, but you will already have done that.
Escalate to a Claim when the Dispute allows you to. (The seller is allowed time to respond.)
Do NOT accept an offer of a replacement, particularly from an Asian seller. It may/will not arrive.
If eBay's deadlines have passed, go to Paypal and open the dispute there. The Resolution Centre in on the left side of the page.
And if that 180 day deadline have passed, you can still try the credit card I hope you back your PP account with. Phone the 1-800 number on the back of the card and ask about a chargeback. The clerk will need all the dates, transaction numbers, currency and payment information you have.
