When I try to buy an Item, Ebay automatically sends me to the Canadian store/prices. Shouldn't I be able to pick where I want my order shipped to? Even if it's separate from my billing address?

Yes and no.
Most sellers and buyers prefer to use Paypal to complete payment. Paypal does allow multiple addresses to be used with a single account.
However, all these addresses must be in the same country. So your Canadian PP will not accept an American address.
You could use a US Paypal account. You would need a US address, a US bank account and possibly a US bank’s credit card. A Canadian bank account in US dollars is not acceptable. These are US government rules, btw, not Paypal’s.
However, there are workarounds.
You can ask the seller if he will ship to your sister, even if the address does not appear on your PP or eBay accounts. If you and your sister have different last names, he may give the request the fish eye. Because he would both pay a premium for accepting PP from Canada and lose his Seller Protection for shipping to a non-PP address, he might be concerned even if the names match.
You can use your sister’s eBay account, if she agrees.
You can ask the seller if he will accept cash or an International Postal Money Order. While most sellers will gladly accept these, neither offers any protection to the buyer against mistakes and fraud.

Actually, I've just done it! When you win a bid or do a "buy it now" it directs you thru some steps, including confirming where you want your item shipped to. At that point, you can enter the US address.

What I did, directed by ebay customer service, was I went to "my summary" and clicked on the "account" tab and selected "addresses" You can change your primary shipping address there. And once you've done a purchase using your "new" address, the system automatically defaults to this and will send all your item to that address. Thank goodness. Or I wouldn't be able to afford to shop here. And Paypal has no problem with this. Customer Service at both ebay and Paypal can confirm everything I just said. So there IS hope for us Canadians!
