The seller is NARU – Not a Registered User. This means he has been kicked off the site, probably for bad behaviour. I note all four of his feedback are negative.
Don’t panic.
You are protected by eBay and Paypal Buyer Protection. In fact, he has never seen any money, because as a new seller, payments have been held back by Paypal just for this reason.
Go to the Resolution Centre and file an Item Not Received dispute. Say in the Dispute that the seller is NARU and escalate to a Claim as soon as possible. The money will be refunded in a short time.
