If they have stated that they do not ship to Canada in their shipping details, then they do not ship to Canada.
You can always email them and ask if they would consider it; however it can sometimes be very expensive and can become a hassle for the seller. If you live in a border town, you can find a parcel depot on the US side and have deliveries made there.
