Cancel it. He is not interested in the sale or your money.

When you ordered, did you check that the seller did ship to Canada? Did you confirm the shipping cost BEFORE bidding?

If a seller does not give the cost of shipping to Canada, it is best to assume that he doesn't and shop elsewhere.
