I can't change item's location through the pop up window

Recently I'm having issues changing item location settings.  The pop up window comes up but nothing loads, the window just stays open. For active items and for new items.  I've tried all computers in the house and they all have the same problem.  All running Windows 8 and latest Java, I also tried both chrome and explorer.  The only option that works for me right now is using my android phone to change the location.  Does anyone have any ideas how to fix it or what could be causing that problem?

I forgot to mention that once the small white window pops up few seconds later I get another window that asks me to "Leave the Page" or "Stay on the Page".

I also tried Windows 7 and still the same problem
