I can't get an invoice from the seller because she says that i am signing up for the new program??

I won 2 items and want to pay for them and for some reason the seller is unable to send me an invoice as it states that i am signing up for a new program.

Hi talos.. seller has signed on to eBay's new Global Shipping Program. You can see the reference to import charges at checkout  under shipping.

Send invoice/request total do not work with this program nor are combined discount supported.
