The seller is in China right? This is a common tactic of Chinese sellers. They tell the buyer "the item is on it's way" when in reality, it isn't. The seller is trying to get you to go past the 45 day deadline to file an item not received dispute.

If it has been less than 45 days since end of sale, file an item not received dispute now. Do not believe a word the seller is saying. Do not cancel the dispute until you have been fully refunded. There is a deadline in which you can escalate the dispute to a claim. Make sure you do not allow the seller to get you to miss that deadline by promising you a refund if you close the dispute.

Please file the item not received dispute through paypal's resolution centre right away so that you can get your money back.

Hopefully you've haven't gone past the deadline.

Non payers should get unpaid item strikes and be added to block bidders lists. Period.

It's a long shot given the time that has passed, but contact the credit card you really paid with (Paypal is just a mediator) through the 1-800 number on the card and ask about a chargeback.

You will need the transaction numbers, the dates and the payment amounts handy to help the clerk process a refund.

However, while credit cards have longer deadlines than PP/eBay, they do have deadlines, so act immediately.

I did not receive this item and getting from the seller

Hello. On reading other members problems with receiving items from China I have to say that I have been very lucky. I gave up on buying from the U.S. almost entirely because of Global Shipping and have purchased many items from China. In the last couple years two different items were not received but the sellers refunded my money. My last item was received on day 42 which was cutting it close. The Chinese holiday didn't help. Items from China can take a long time. I have had items take weeks to show up and other times items show up in 2 weeks. One time I purchased a collector coin which then showed up 3 months after purchase. I had already been refunded the cost and so contacted the seller for a new invoice but never heard from them. I got that one for free! I have found that the sellers from China that I have dealt with were friendly and more than willing to solve any problems that came up. I haven't had a bad experience yet. Also the quality of the items hasn't been that bad. I guess it depends on what you are purchasing. Just keep the 45 days that eBay allows in mind and contact sellers a few days in advance of the 45 days. Keep in contact with them in a friendly, respectful manner and things should work out!
