Contact seller. Ask if your item was shipped and when. Don't wait to long, you have 45 days to claim Not Received

If the seller offers a 'replacement" refuse and ask for a REFUND.
If the seller does not refund promptly, as in within 48 hours, start the Dispute.
If the seller asks for your Paypal ID, give it to him. It is often faster than wading through dozens or even hundreds of invoices to find the unhappy customer. And really your PP ID is just your email address.
