I do turbo lister I am unable to upload to sell to Ca & US because I have to sign the international selling agreement, where do I find this

I have downloaded the turbo lister and when I go to upload I get error message that I have to sign international selling agreement first.  Where do I find this, nothing comes up in search queries for it?
