I don't have a credit card and I can't make a purchase without it, but I do have paypal.

So why is this happening, I haven't been able to re purchase an item without a credit card, I have paypal that I use with my bank account but now it's asking me to add a credit card which I do not have. Why is this happening

Because PP and eBay use possession of a credit card as a confirmation of identity. New members are allowed a few purchases, usually limited in value, without a card, but after that, as a seller protection measure, you have to add a card.

Sometimes prepaid cards are accepted.

Another reason-- age limits.

Anyone can have a bank account, but you have to be over 18 to have a credit card (again, except prepaid). This is because under 18, a person is a legal 'infant' and cannot be pursued for debts.
