to allow pick-up
Some sellers will and some won't.
Some also have a handling charge for local pick-up
Contact the seller and ask them.
You really should ask these questions before bidding.

Bid only on items that offer free shipping, most sellers do not want the inconvience of pickup due to time schedules etc

You should never assume a seller will allow you to pick up the item in person it shipping is shown in the listing. Most sellers do not want complete strangers at their homes.
When you bid on an item, you are agreeing to whatever is in that listing. If shipping is included then you are agreeing to pay for shipping. It's not negotiable after you placed a bid or used the Buy It Now button.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
