I bought an item for $70.00 U.S. for my Autistic child. Pre order, bought early june , delivery date of sale June 25. Then the seller said a small delay of a few days. Then told a few weeks, I mentioned about the time limit and they begged me to be patient as their ebay business was their life and didn't want bad feedback reports. Then I was told it would be another month. Supplier problems. After a month I get in touch to hear this seller was in the hospital and the item was on the way. After a few weeks I get in touch and was told the item was sent to ebay. This seller no longer returns emails, this seller will not forward a tracking number to find out if it was actually sent. I explained that this gift was for an Autistic child, and they seemed genuinely concerned about the delay. The time line for a negative feedback report is long passed, how do I let others know this sellers name so they don't rip off any more special needs children.

Unfortunately there is nothing you can do at this stage.
Buyers have 60 days to leave negative feedback when deserved by the seller.
It is time to move on.

On the other hand, while the 45 deadline for eBay disputes has passed along with the 60 day deadline for feedback, you may still be able to get your money back.
Go to the credit card you actually paid with. Paypal is just a mediator. Phone the 1-800 customer service number and ask about a chargeback.
While cc's have longer deadlines, they do have them. So act immediately.
The clerk will need dates, payments, currency, transaction numbers etc, to process your refund. She doesn't need a sob story, so keep to the facts.

Femme - the transaction took place last June - eight months ago. No credit card issuer will entertain a chargeback after eight months.

Point taken.
But since others may read this, it is always worth mentioning that backing a Paypal account with a credit card, rather than a bank account or a PP balance, gives the buyer a second court of appeal should the transaction go pear-shaped.
Especially when the problem is that the trusting buyer has been persuaded to wait past the sacred 45 days.

Nor should there be.
There is a disciplinary system in place.
Within 45 days the unhappy buyer can open a Dispute. And get an refund
For 60 days the unhappy buyer can leave feedback.
For 60 days the buyer can leave appropriate Detailed Seller Ratings.
All of these alert eBay (and Paypal) to the seller's actions and can result in raised fees, restricted listings by value and/or number, Holds on customer payments, and even closure of the seller's account.
In addition, if the buyer backs his account with a credit card, that company can issue a chargeback.
So that's five levels of protection for buyers who pay attention to what is happening.
On the other hand, if such a list existed, the unhappy buyer is still out the money while unscrupulous members could add names to the list trashing the reputations of innocent sellers along with the scammers.

Mushia17, thanks, thanks to all others that posted. Even though the time limits have expired and it really is a long time now, Mushia17 has an in. I have all the correspondence including emails as to concerns I had about the 45 days followed by their plea to be patient. Followed by several inquiries from me, and their excuses including hospital stays . Plus promises the item was in transit.. I appreciate the time you took to answer. I think most of the rules are in place and good. But... There has to be some onus placed on sellers that request time extensions. Making the buyer exempt to those restrictions. I guess I could always make another small price sale from them and then let them have it in the new feedback report. That I can do! Thanks all S

That's not a good idea and not ebay 'legal'. If ebay thinks that you made the purchase in order to leave bad feedback they will likely remove the feedback. Plus, it will be a mark against your account which could cause problems in the futue.
