When I am listing I choose different shipping options to United States (perhaps Tracked or Regular Airmail) and for overseas I offer Surface or Airmail. Buyers are telling me they only see one option when they get their invoice, and it seems to be the first option I choose when I am listing. How can I make it so they can see both options and choose whichever one they want?

First, don't ever ever ever offer Surface Shipping overseas. This can take months and your unhappy buyer has only 45 days to open an Item Not Received Dispute, and you will lose your item and your money.
In my opinion, it is not a good idea to offer multiple choice in shipping options. The buyer may opt for the cheap service, but human nature being what it is , will expect the more expensive level of service.
PYA. If the buyer can't afford the shipping service that protects you, she can't afford the item. Some sales are not worth having.
(BTW, I rarely use tracked services myself, preferring to use a mixture of third party and Cookie Jar insurance against occasional loss claims. I sell books, dress patterns, stamps, and postcards. YMMV)
