Did you pay from your credit card or from your bank account? Paypal accepts both, but your bank account generates an 'e-cheque' which can take upwards of 10 days to clear the US and Canadian banking systems.
Your seller is not required to ship until the e-cheque has cleared.
If you paid from your card, there is no delay. However, if the seller is new, sells in a high-value/high-fraud category, or has selling violations on record, your payment may be Held against his good performance for up to 21 days by Paypal.
Your seller is required to ship within 7 days of your payment, in spite of the Hold.
