I received a message saying an item I paid for (money has gone through) has been taken off ebay and my "bid" was canceled" what do I do?

I paid for a purchase 10 days ago (I have the paypal record to show the money transaction)  and I was waiting for the shipping.   Now I get a email saying that my "bid" has been canceled as the item was pulled off ebay.   

Ebay has taken the money- can I get the item - or how do I get my money back?

Open an item not received dispute in the resolution center of your PayPal account..20 days within which to escalate to a claim. PP will refund on claim.

Do not close for any reason but arrival of your item , cannot be reopened.

Is the seller Not A Registered User (NARU)? This means he has been removed from eBay for being naughty.

Usually this is pretty serious, counterfeit items or fraudulent dealings, but occasionally a seller forgets to pay his eBay fees and gets caught up in a NARU.

Allow the 20 days for the item to arrive, unless the seller's feedback is ugly (anything under 97% positive is bad). Then open the Item Not Received dispute and get your money back.
