I received a message that there is a 5-day promotion -- free fixed price listings, but...no!

Lately I received an email (sent from ebay.ca) that there is a 5-day promotion to list-- free fixed price listings ending Oct 29. But when I relist some of my fixed price listings today (Oct 25), ebay still charged me $0.30 per listing. Does anyone know why? Thanks for helping!
