I seem to have a problem selling to people in the USA.

I called customer support and was advised to add the buyers to my exemption list which I did but they are still unable to buy.

Any suggestions?

You need to meet the requirements to sell internantionally:

Would have been nice if eBay customer service had told me this in the first place. Seems they believe there should be no problem to sell to U.S.A. buyers as long as the buyer's settings are correct.
