Yes you can.  ebay will automatically notify the other offeror that their offer wasn't good enough.

If they're annoyed, you do NOT have to explain yourself.

Until both parties have accepted and the buyer has paid, there is no transaction.

Mind you, it may be useful, if the losing bidder seems annoyed, to put him on your Blocked Bidder list.
