I bought two items from the same seller in November and still have not recieved them yet. I got in contact with the seller several times requesting my money back and still am not satisfied with the feedback I got. I can not open a case because it has been longer than 45 days but want an answer and help with my case. What can I do?

If the seller did not refund you within the 45 days there is nothing Paypal can or will do to help you.

If you back your PP account with a credit card, you can call the 1-800 Customer Service number on the card and file for a chargeback. But do that immediately, since the cards have deadlines too.

Have all your transaction information handy for the customer service clerk. Dates, values, transaction numbers.
