I sold an item to a gentleman in Hong Hong and he finally received it the other day. He said he wanted to leave a very positive feedback but said e-bay wouldn't let him because it was over 60 days.Is there any way he can still leave one? I don't sell tons of stuff, so every feedback I get is helpful. 🙂

Hi kenbay .. that's too bad but no , 60 is the deadline for feedback.
Its a bad idea to offer surface shipping overseas. Can only lead to claims (45 days to file) being filed and risking poor feedback.
You were lucky on that one.

If you left feedback for your buyer, he can leave a Response to it. However, his words will not count towards your feedback score.
I agree about overseas Surface shipping. When you lose item and payment to an Item Not Received claim, you learn that it is much more expensive than it seemed.
Do not fear charging the real cost for International Air Mail. Your buyer is probably aware of the cost of international buying and is not going to complain.
Use Calculated Shipping, not because the price actually varies much, but because it looks more official. Headology.
You don't need Delivery Confirmation on inexpensive items. Canada Post insures your Small Packet International Air for up to $100 automatically against loss or damage in the mail. If there is a complaint (and these are rare) , refund your buyer, avoid Paypal and go directly to Canada Post for reimbursement.
