I was outbid on an item at the last 10 minutes by a phantom bidder with 'o' feedback. I believe this to to be a set up to get inital bidder

Does EBay not monitor this?

You've been on ebay long enough to know how bidding works. A bidder can bid up to the last nano second. The last 10 minutes is not even a snipe. Is there a policy that says someone with zero feedback can't bid late in the auction? I'm not sure why you're even bringing it up. There's nothing suspicious going on. Is this the first time you were ever outbid? You didn't win the item. Find the item elsewhere.

Non paying buyers deserve unpaid item strikes.

I tend to agree and think you are referring to sellers bidding on their own items.

Shilling occurs but the point is to drive the price, not win. Surpassing a high would usually be followed by a retraction.

Shill bidders don't want to win they want to lose.

So no one would shill bid in the last 10 seconds.

This not the first time this has happened to me. I have been outbid 'numerous times' by a 'phantom "O" feedbacker" and this time I will phone EBay and complain. The seller had put the item up for sale with a minimum 'ask' of 0.99 cents with free shipping. I was the only bidder until the phantom came in at the last minute and bid $1.04. I would not bite to this blatant attempt to get me to bid higher.

You don't know what the winning bidder's maximum bid is. You only see his winning bid.

If the opening price is 99 cents and you bid 99 cents then someone else bids $500.00 , he will win at $1.04 which is one increment above your bid.

Shillers, to repeat, do not want to win, they want you to win at your highest bid.

If you are losing over a nickel difference, consider raising your bids.

Bid once, bid late, bid your maximum. Then if someone outbids you, he paid too much.
