Is this the user ID from which you bought the shoes? If so, it indicated that you are in the US.
The seller ships only within the US, - and for all other places the listings will be offered by the Global Shipping Program.
If you bought the shoes from an American-based ID the GSP did not appear. I am not sure exactly what address is visible. Based on what you have written I am not at all entirely sure what you are trying to convey.
Usually the only way to make an Unpaid Item case go away is to pay for the item.
Is there a shipping fee included? Did the seller send you an invoice? When you go to your Purchase History, what do you see? Are the shoes there, and if so, what happens when you click Pay Now?
If the shoes are there with a shipping fee, pay it.
Your primary mailing address must always be the one from which you are buying.
Contact the seller and ask if she will send you an invoice with the appropriate shipping fee to your address.
