IMy purchase came with a DOA return policy. After receiving it it does not work properly contacted seller he wants me to pay return shipping

My purchase was advertised as coming with a DOA policy.  It arrived malfunctioning.Contacted seller dooes not want to honour the policy he wants me to pay the return shipping.He claims it does not apply to Canada,this is not mentioned anywhere in his advertising I did purchase on Ebay ca.I contacted him within the time limit I don't think this is right. Advice please

He is wrong, but knows he can get away with it due to Paypal's dispute resolution policy. He is scamming you by misrepresenting his return policy.  You can report him to eBay  for false advertising and you can open a dispute.  But Paypal will only refund total amount paid to seller, not buyer's return shipping cost.  If he doesn't pay you back your shipping, the only other thing you can do is leave negative feedback and explain what he did to warn other buyers and never buy from him again.

Seller is definitely reneging on warranty and definitely should be reflected in feedback particularly in DRSs . 1, 2 stars gets the sellers attention.

I would open a dispute in the resolution center of your PayPal account for item not as described..DOA. and escalate to a claim.

Yes, PayPal will instruct that you return to seller at your expense with on line delivery confirmation but will refund your full payment.
