Go to the Help and Contact tab up in the upper right corner of this page. On the dropdown menu choose Resolution Centre and then "My problem is not here."
Report the seller's intransigence to eBay.
You have up to 60 days to leave feedback. The most effective feedback is calm and factual. "Refused to ship at winning price."
At the same time you will be asked to leave the much more important Detailed Seller Ratings. The normal Rating is Five Stars and a seller must keep his stars above 4.3 or his ability to list and sell on eBay is greatly reduced. The lowest Rating is ONE Star. (No stars is a free pass.)
