If my auction item doesn't sell, do I still owe the .40 cents it says I owe so far?

I chose 10 days for my auction, which is why I owe the .40 cents so far. I'm just not sure if I have to pay it whether or not my item sells.

Yes. EBay, unlike some other sites, charges listing fees for their service.

However, it is worth paying since eBay is where the customers are. I sell one or two items a month on my most active alternate site, and one or two items a day here on eBay on each of my selling IDs.
However, you can list up to 50 auctions free on eBayCanada (and another 50 on eBaydotCOM). These are the more usual 7 day auctions and since most bids are made in the last few hours of a listing, there is no point in paying more for a 10 day auction.

Also watch out for useless options like reserves, subtitles and pretty templates.

Your best selling tool is your title, and those keystrokes are free, use them well.
