I recently (actually not so recently) purchased a set of batteries from a seller. I paid more for them, as I needed them quickly and didn't want to wait for shipping from China. I chose my seller and listing carefully as I needed them in a couple weeks. I have ordered plenty from china, and the messages you receive from sellers in China all follow the same pattern. This listing stated it was shipping from "Fremont, California, United States". It is very clearly not. I purchased them on March 3rd. Expected arrival was March 15th - March 22nd. It is now April 13th. I have no tracking number, and no answers.
I want to report this seller as a whole, as all their listings are posted from various locations in the United States, but all the items are shipping out from China. Their items will NEVER arrive on their "expected arrival date". How do I do this? Do I need to call directly to eBay to get this resolved?

For the moment forget about the actual location and file an Item Not Received Dispute.
The first suggestion is to Contact the seller.
Do this asking him for the date of shipment, the service used, and the tracking number.
The tracking number is irrelevant.
If he refunds you on the spot good, otherwise escalate to a Claim.
If he can't prove delivery (not shipping, delivery) he will be forced to refund you.
Then buy the batteries at Canadian Tire.
The old adage is you can have it good, you can have it fast, or you can have it cheap. But you can only choose two.
If you have a deadline, buy local.
For the location, this is a Violation, for the exact reason that you complain about, delayed delivery.
There is a Report button on every listing.
Your urge to Report every one could backfire though. EBay like members to police the site, but is cautious about vigilantes.
The most you will see is a polite thank you from eBay. But if you put the Reported item on your Watch List you may find it suddenly changes location or the seller may go NARU (Not a Registered User, which means his account has been closed).
OTOH, he may be in FremontCA and your purchase may just be delayed in the mail. I usually allow 20 days for delivery on most orders and 30 days from Asia.

To call eBay, you can go to Help & Contact > Contact US > Select your problem > Get your passcode > Call.

Since your time is up for the eBay Money Back Guarantee, you will have to fine a claim with PayPal. Somebody may come along and give you more details about opening a PP claim as I am not too familiar with it.

It is NOT too late for the eBay Money Back Guarantee. You have 30 days from the latest expected arrival date. Today is Day 22. Don't delay further. Have you tried to contact the seller? eBay likes you to do that first. Here's the link:

Contact the seller through eBay Messages. Give them 36 hours to reply. Then go to the Resolution Centre and open an Item Not Received case. Follow all the steps, and escalate as soon as you can if you still haven't received the batteries.
