I disagree on the risk. There is no difference between $1 and $250. It is about comfort level.
I had employees that would come to me asking "what if". My reply was always "Bring me a what if when you get one". I never got one.

My average sale about $20. This is $240 multiple item sale (stamps) going to a newly registered 0 feedback buyer. I ship worldwide and self insure but this is enough that I'd feel better insuring it if possible.
You can set your buyer requirements to limit multiple sales to a single buyer with a feedback score of less than 5 feedback. Maybe you should set this to prevent this situation of a newer buyer with low feedback going on a shopping spree from happening again.

Buyers who may bid on several of my items and not pay for them
Block buyers who are currently winning or have bought of my items in the last X days.
Only apply this block to buyers who have a feedback score of X or lower.
Consider selecting this requirement if you are selling expensive items and don't want to sell over a certain number to any single buyer. Learn more about how this requirement works.

The original question asked if there is a TPI company which insures to Romania.
The answer is, yes there is, and IMO it's not better or worse than shipsurance.
Shipsurance has the same requirements as U-Pic.
That said: There are a lot of factors involved in one's choice of how much risk is acceptable.
If you've sold an item which has been sitting for a long time and is a tough sale, then that's one thing.
On the other hand, if the item is high demand and short supply, then that'a another story.
Really............ the actual loss is your cost and not the selling price. That's another factor to consider.
All that stuff matters, or IMO should factor in the decision of how and where to ship.

Which basically makes insurance with them worthless. There is no way I can be sure of being able to produce affidavit from someone I do not know personally who lives in Romania and may not even speak English well.
I will miss the $100 insurance that was on small packet shipments. eBay should offer such an insurance.

I'm guessing there is not. Certain places simply do not inspire confidence. I see that with the shipping options Canada Post gives for different countries.
Try emailing the customer and explain "the delay" due to tracking and insurance and see what sort of reply you get.
Have you gone to a "real" PO with employees that know what they are talking about? I have good RPO near me and a real PO where the knowledge is simply at a higher level.
Other than that, smal packet air. Well, you can always decline the sale, refund with a lie about dropping everything in the toilet.
Been there, done that.
