Is this shill bidding?

I recently bidded on an item, but later found out that a "new user" bidded in small increments all the way up to my maximum bid.

I checked the bidding history of this new user, and it appears he/she did the same thing for all of the seller's items.

This is the first time I came across something like this, is this shill bidding? Thanks!

And if the items are relisted after 'selling' that would be a partial confirmation. (Only partial because these appear to be mass manufactured items and many sellers do have multiples.)
