Item not delivered - seller not responding

I purchased a shirt in July from a seller who used free international shipping. This usually takes a while so I waited patiently. I contacted the seller after a while and they said the package had reached my country so please wait another week. At this it was already passed 45 days so I can no longer open a case with Ebay and the seller is not returning my e-mails.

Is this a big oh well too bad for me, or is there something I can do besides giving arbitrary negative feedback?

If you paid through Paypal with a credit card you can file a cc chargeback. Otherwise, it is too late to file a case on ebay or paypal.
