Item returned to seller by post office & she decided to refund me & relist. I can re-bid but may not get the same agreed deal. Is this ok?

Seller accepted bid & claims to have shipped. 6 weeks later no delivery.  Seller issued refund and very next day e-mailed that the item had been returned to her address & she was going to re-list & I could bid again if I was still interested.  Seems shady to me ... she was posting at a start price higher than the accepted bid. (seller's remorse?)  Some back & forth e-mail & she said she would re-ship at our agreed price because we "had a deal".  I re-paid w/PayPal. 2 weeks later & still no delivery.  Seller & Buyer both with Canada addresses. Also listing stated "no shipping fee" but the invoice dinged me for $20. Now I suspect she was trying to force me out of the buy.Is this any of this common or ok practice?

I'm not clear .. did you repurchase on ebay or simply refund the refund.

 

If not a new listing it is unlikely you have buyer protection and would have to resort to a chargeback if a credit card was used to fund payment.

 

Are you communicating with seller.
