It's a long story and I'm trying to make it short. I sold a voip modem+ a cordless phone on ebay and the buyer blackmail me to get the two items for free, otherwise he'll leave a negative feedback to me. I said no and he opened a dispute. With paypal's help, he got money back, kept the cordless phone for free and only sent me the telephone modem.
I called paypal and try to appeal the decision since he didn't send everything back to me. Paypal sent me an e-mail and ask for more information.
After I read it, I didn't bother to for a $50 item in this case. Maybe someone who sold higher value item may find this useful. All the real name and case number was removed for obvious reason.
Here is the step by step guide how to appeal Paypal's decision:

As previously communicated to you, we received information provided by both
parties and resolved the claim in the buyer s favor. You have the right to
appeal; however, an appeal will only be reviewed in the following scenarios:
You received the item back in a condition different than what the
buyer stated they received in their initial claim (beyond normal wear from
shipping)
No item was returned (empty box)
Not all items the buyer received were returned
The buyer returned the wrong item to you
If any of the above scenarios apply to you, please complete one of the
following steps:
1. Contact your local police department and obtain a police/incident
report. The police/incident report should detail how one of the above
scenarios apply to you.
Or
2. Complete the attached affidavit and have it notarized.
You must fax the police/incident report or affidavit to PayPal within 10
days at (402) 537-5760 (please note this is a United States phone number,
if you are faxing from outside the United States, you will generally need
to dial 00 1 before the number). The fax needs to include your email
address and PayPal Buyer Complaint Case number (PP-123-456-789).
Your appeal will be denied if you are not appealing for any of the reasons
listed above. In these situations please work directly with your buyer to
reach an amicable resolution.
