My buying transaction was cancelled even if I refused the seller's request to cancel. I received my credit. This is not the point.
Item # 290787456187 was clearly listed as being a gift and not having the space. So, this is a private seller. Not a volume seller. Clearly the Price was too low and seller decided to cancel.

This is not good E-Bay practice and certainly against the rules.

How can I place a complaint against that ebayer?

The deal was cancelled and you no longer owe for the sale.  This happened because, as is clearly visible in the listing, the seller only ships within the United States.

The seller was quite within his right to cancel.  You should have read the listing through and asked about shipping to Canada before you sniped it.  It's so important to read the listing.

What a morass. (For those readers with limited vocabularies, a 'morass' is a difficult situation.  Get a dictionary if necessary.)  So whilst the bidder should have read the listing and asked about shipping to Canada first, the seller should have blocked off all other countries except the US.  That would have prevented the snipe. 

But rather than communicate with the buyer and gently explain the problem, the seller just cancelled and sent a cancellation request.  Not understanding but wanting the item, the buyer naturally declined.  And now the seller has to pay fees on nearly $1400 USD.  Well, hopefully the seller calls ebay and gets a waiver.

 

So, 'tr6quebec', - it's not that the price was too low, it's that you are in the wrong country.  You have nothing to report.  Instead, you want to hope that the seller does not report you for being an unwelcome bidder.  I doubt he will, though.  He'll just add you to his blocked list. 

Not to worry, - you are new and new people always make mistakes.  I am sure the seller sorted that out.  Maybe now the decent thing to do would be to send a brief note of apology to the seller explaining that you were so enamoured with the thought of getting such a wonderful item that in your enthusiasm you neglected to read the listing part about not shipping to Canada.  I doubt you'll get your item, but a kind word can go a long way sometimes.  And, after all, it was you who was in the wrong.

In future, read all of a listing, - the whole thing, top to bottom, left to right, - particularly that part about Shipping and Payments.

I see you've left negative feedback and ruined the seller's feedback score for a mistake that was entirely yours. if I were you I'd send the seller a message stating that you  would be willing to revise the feedback if he sends you a feedback revision request.
