Whether it is written in stone or not, with an international SNAD opened, the seller is supposed to provide the return shipping costs to the buyer up front and have the item returned prior to issuing a refund for the purchase price and original shipping. It is always expensive as has to be returned with tracking.
If the seller will not supply the return shipping costs up front, then Ebay can issue a full refund and tell the buyer to keep the item.
The only way that will not happen in some cases is if you can prove beyond any shadow of a doubt that it is a remorse return.
That can be very risky as buyers do not have to even give a reason for a SNAD.
If you try to fight it before the case is decided and Ebay steps in, it is almost 99.9999% that Ebay will find in the buyer's favor and you will get a severe strike on your selling account for an unresolved dispute.
Did your buyer return the item with tracking as that is required, has it been uploaded to the dispute??
It is totally the cost of selling on Ebay as it is their rules, written or not, that have to be followed.
I would not refund until the item is returned and make sure Ebay extends the case until the item is returned to you.
Personally as much as you dislike this, it is what will happen.
You can, once you feel you have a strong case is appeal after the fact.
Some may argue this and some may agree with this, so be it.

Then it was probably never mailed. Do not refund anything until you have the item back.
You have the emails that show the item did not match the buyer's very different set. There is nothing in the email suggesting the item did not match the description.
EBay's policy is clear that the buyer pays to ship it back in a case like this.
Your situation reminds me of this other
There was nothing wrong with that item either only that the game didn't match the buyer's equipment. There are some interesting comments and links in that thread. Might be helpful.
Just because a buyer files a NAD claim does not mean eBay will always believe it and force you to refund.

Once you have this item back, you are going to have to appeal the decision of ebay Customer Service.
You have it documented in messages that this is not an actual case of SNAD but buyer's remorse. Stick with that.
Perhaps this is just one of those cases that gets worse before it gets better.

I think mjwl2006 has the right of it here. I also can hardly believe they basically told you to buck up because online selling has risks. Seriously? The risk that buyers can try on as many items as they want, change their mind, and just file a SNAD case to get back ALL their money?
Have you tried the tracking number they gave you in the Canada Post website? If it was mailed that's where it will show up eventually. Unless the buyer has an account with a courier so try those. Or unless it wasn't mailed at all and they are just tricking the system into getting back all their money with a fake number.
Keep in mind that eBay "Customer Service" (why don't they just call it "Buyer Assistance" and be done with it?) does not always get it right. Everyone who uses the CS line has been told completely wrong information. I remember having to read out the policy URL to the guy on the phone to show him where what he was saying was wrong.
I looked for a page for you, not sure if it will be much help, but it was this
http://pages.ebay.ca/help/sell/item-not-as-described.html#provide
It says that if
you can show that you properly described the item, the return request can be closed.
Examples of situations when documentation can help:
The listing properly described the item, but the buyer didn't want the item after receiving it.
The listing properly described the item, but the item didn't meet the buyer's expectations.
Maybe later I can find more but if the emails you have show the buyer saying the 02 bag is fine it just doesn't match their 05 set then you should be able to get it overturned. You may still have to take the item back if you say you accept returns but you should not have to pay the buyer's rtn shipping.

Did they already refund the buyer? Hopefully they havent because if the buyer lied about already sending it back, you may not ever get it back. Have you reported the buyer with the report buyer link for miuse of the MBG? It won't help you right now but it will be noted on the buyers record and could affect her in the future.
I agree with mj that you should appeal once you get the item back. Apparently some sellers do win but make sure you have the information in the help pages about misuse of the MBG so that you can point it out to cs
