Good news.
New Jan 13, 2014 rates for Small Packet USA Air is 8.03 250 g, 10.66 500 g, 16.03 1 kg
Current Small Packet USA Air is 7.80 250 g, 10.35 500 g, 15.56 1 kg.
So increase of $0.23 250 g, $0.31 500 g, $0.47 1 kg.
I have not read about other services but SP do not seem to be more than the 3.2% average CP said for parcel services.

lettermail March 31, 2014... when lettermail prices change
Does it mean light package's price will remain the same up to March 31, 2014?

No, Light Packet change will be Jan 13, 2014.

Small Packet and Light Packet are flat rates and should the same as using the PO directly without Venture One.
For Tracked packet, Expedited parcel, Regular Parcel, the rate in the linked document are rates without fuel surcharge. So not a very useful document.
For parcel services like Tracked packet, Expedited Parcel and Regular parcel, the rates are going up an average of 3.2% compared to this past year based on Canada Post statements. However, within Canada, parcel services with have a $5 surcharge to some locations (usually more remote locations). That can be a surprise perhaps.

Factors to consider for parcels ...
(1) The base cost for postage in the tables is higher for 2014 than 2013
(2) The Fuel surcharge is lower this year... a drop from 8 % at this time last year, down to 6 % ....
The fuel surcharge may be lower now, but next summer the cost of gas will go up , based on years past, resulting in a surcharge closer to 6%
There might also be a different approach to calculating the fuel surcharge.
(3) The exchange rate is currently about $1.06 Canadian dollars to $1.00 US.... for those who sell in US dollars.
If one takes all of this into consideration the end result is a small increase in actual postage for parcels 2014 in relation to 2013.
More so for sellers who sell in US dollars as opposed to Canadian dollars.
I use a handling fee to buffer postal rates in relation to changes in the fuel surcharge and changes in the exchange rate.
Lettermail will get adjusted at the end of March!

We have had confirmed reports from Canada Post to various media outlets in Fort McMurray that ALL parcels shipped TO Fort McMurray from within Canada will have a $5.00 surcharge added to the shipping charges effective January 13, 2013.
