EDIT: The free listing cycle isn't moving to the 15th of the month. You are still going to get X free listings per calendar month. The new system starts on Oct 15th, all this means is that if you had 12 free listings used out of 20 on Oct 14th, you'll have 12 used out of 50 on the 15th.

Yes, you will have a brand new allotment starting October 15 - effectively restarting the monthly allotment. This means that you have more free listings than normal in October if you have already used your allotment before October 15. Important to note, this new allotment will only apply to affected areas (Non-stores, Basic Store subscriber's fixed price allotment, and for all Store subscriber's, the auction-style allotment for collectibles and fashion categories).

Hello,
I am wondering if it would it be possible to get some clarification regarding ebay's return policy, specifically about
who pays return shipping.
From the ebay help pages about items that don't match the description (Not As Described), it says:
"A full refund is one that covers the cost of the item and original shipping"

Similarly, when we click on ebay's Money Back Guarantee info page, we are told in loud bold letters:
"If the item isn't exactly what you ordered, eBay will make it right by covering your purchase price
plus original shipping,"
and also that,
"if return shipping is not payable by the seller in accordance with their return policy, the costs of
returning the item are your responsibility".

And as for items that are sent via the GSP, from that page we are told:
"when returning a Global Shipping Program item, ...You won't receive a refund for the international
shipping cost and import charges that were paid to the shipping center".
Not from the seller, understandably, but there is no mention about having to chase down those reimbursements.
We are further reminded that,
"The returns policy specified by your Seller in his/her listing ... will apply to your purchase of the GSP Item",
implying that the seller's personal return policy supersedes any general policy stated by ebay.
Moreover, we then read that,
"For GSP Items ... that you return to your Seller, you will not be eligible for, and you will not receive, a
refund of any Program Fees that you paid to Pitney Bowes and Pitney Bowes will not be responsible
for shipping the GSP Item back to your Seller."
Understandably, -- it should not be up to PB to pay all those return fares.

Yet after all this, we discover the seemingly contradictory information that,
"When an item is returned to the seller ...The cost of return shipping is the seller's responsibility."
and further down again,
"The cost of return shipping for an item that is not as described is the seller's responsibility and if an
eBay-generated return shipping label is used for the return, the return shipping label cost is placed on
the seller's invoice."

Perhaps where an item is clearly "not as described", such as a blue shirt arriving when a red one was ordered,
that is clearly a seller error. But what about an item that simply does not fit, where a buyer insists the item is
a smaller size than what was stated (where the size is difficult to discern)? Or where a buyer maintains that a
blue shirt ordered looked like periwinkle in the listing but in real life is more like teale?
If ebay has to get involved in every return, that will be awfully expensive.
So the question is,
Who really pays return shipping and what specifically should members here tell others who post seeking assistance
about returns?

Oh then it's even better for you. Come Oct 15, your free listings counter will reset to the new monthly allotment. After that it'll continue resetting on the 1st of each month as before.

When a buyer requests a return, they have to specify the reason. The return reason is what determines who is responsible for return shipping:
